30 September 2025 – The European parliament gave its final green light to new measures to prevent and reduce waste from textiles across the EU earlier this month. These agreements are part of the revision of the Waste Framework Directive.<\/strong><\/p>\n\n\n

Producers placing textiles on the European market will now be required to cover the costs of collecting, sorting and recycling their products. Each Member State must establish an extended producer responsibility (EPR) scheme within 30 months. The rules apply to all businesses, including those based outside the EU or selling through online shops.<\/p>\n\n\n\n

Scope of the new rules<\/strong>
The new scope will apply to clothing, footwear, accessories, hats, blankets, bed and kitchen linen, and curtains, meaning the scope of the Dutch EPR for textiles will also be expanded in due course. Member States may also choose to introduce an EPR scheme for mattresses.<\/p>\n\n\n\n

New Waste Framework Directive<\/strong>
The new Waste Framework Directive will shortly be signed by the European Commission and the Council. After publication in the EU\u2019s Official Journal, Member States will have twenty months to transpose the rules into national law. The European Commission proposed the revision of the rules in July 2023.<\/p>\n\n\n\n
