What we do

Your EPR. Well managed.

Stichting UPV Textiel has everything needed to help producers and importers meet the government’s ambitious targets: 50% circular by 2025, rising to 75% by 2030. Challenging? Absolutely. But producers and importers are not on their own. We ensure that discarded textiles are collected, reused and recycled. In addition, we provide relevant reports and updates on performance and innovation.

Making impact

We believe that a collaborative approach creates the greatest impact. Together with our chain partners, we are building a collective EPR system that closes the textile loop and enables innovation. We focus on closing the chain, driving innovation, improving systems, increasing transparency, and harmonising EPR systems across the EU. Reuse and recycling objectives

With various partners across the chain, we share knowledge and work together on an EPR system that is feasable, affordable and future-proof. No fragmentation, but a collective approach that eases the burden for your business while delivering results. Together, we accelerate the transition to a circular textile chain.

Expert Groups
In our expert groups, producers and chain partners actively contribute ideas on what is needed to achieve EPR targets and how we can really move forward together. The expert groups provide advice on topics such as monitoring, innovation, eco-modulation, communication, and chain alignment. This ensures an approach that has market support and delivers impact.

Chain Partners
Together with our chain partners, we drive innovation and sustainability across the sector. In 2025, we reached a framework agreement with umbrella organisations Vereniging Herwinning Textiel (VHT), Branchevereniging Kringloop Nederland (BKN), Vereniging Nederlandse Gemeenten (VNG) and Nederlandse gemeenten en publieke bedrijven (NVRD) with agreements on a compensation system, a recognition scheme and monitoring methods. 

Service providers recognised by the Foundation receive a guaranteed fee for cleaning and sorting textiles. This provides financial security and clarity. We encourage fibre-to-fibre recycling with a transition fee. Monitoring gives municipalities better insight into local collection. Through supervision and accreditation, we safeguard the quality of the entire system. This way, we are building a reliable, fair and feasable approach. 

We also work with companies that are developing new initiatives for collection and processing.
