Stichting UPV Textiel links your impact to national results. Together, we are making the textile chain truly circular. Service providers like you are indispensable for achieving the EPR objectives. Thanks to your commitment, we can realise the ambitious targets: 50% reuse and recycling in 2025, increasing to 75% in 2030.

Are you a collector, sorter, thrift organisation or recycler? Then join us and receive compensation for the Dutch textiles you collect and clean, sort or recycle.

Tailored contracts

You can choose to contract all or part of your activities with us. If it is only a part, we will make clear arrangements accordingly. And even if you are already working with another producer organisation, you can still join us.

The Recognition scheme as a stepping stone

We work exclusively with recognised service providers. Through our Recognition Scheme, we jointly ensure quality, safety and transparency. It makes your processes smarter, your textile administration reliable, and your organisation future-ready. Professionalisation and transparency are central. Do you already hold a VHT certificate, BKN quality mark, or a comparable registration such as ISO 9001? If so, you can be provisionally recognised. If you do not yet have this and wish to comply with the Recognition Scheme, please contact us. We will work together to determine what is needed to meet the basic standards. After a positive audit, full recognition will follow.

We want to gain insight into what is needed to make a circular textile chain work effectively for everyone. In doing so, we consider fees that are realistic and aligned with practical realities. Experiences from pilots and practical knowledge are taken into account in this process.

Joining starts with one simple step: signing up. 
Afterwards, we guide you personally towards collaboration. You will complete a checklist, take part in an intake, and sign a Service Provider Agreement. Good to know: after registration, we work in order of sign-up.

Service providers

  • Who can register as a service provider?

    You can register if you;

    • Collect textiles, either directly or via collection services, and clean them in the Netherlands. 
    • Sort textiles for product reuse or material recovery.
    • Sort textiles for fibre-to-fibre recycling.
    • Recycle textiles into yarns through fibre-to-fibre recycling. 

     

  • How does the registration process work?
      • If it is not possible to finalise the contracting within the set timeframe, we will work with you to determine what is still needed. Ultimately, we will proceed to the next registration on the list, which we will communicate well in advance. 
        1. Registration and intake
        • You register your company. 
        • Shortly afterwards, your dedicated account manager from Stichting UPV Textiel will contact you. 
        • You will receive a checklist to clearly map out your situation. 
        • During the intake, we go through everything together, from your activities to the possibilities for contracting. 
        • After the session, you will receive a clear report with the next steps. 

        We make sure you have enough time and space to provide your information and keep you well informed throughout the process. 

        If the registration is not yet complete, we will let you know and advise you on what is required. 

        1. Contracting
        • Based on the intake discussion, we jointly draft an agreement tailored to your organisation and activities. 
        • You will receive the Service Agreement digitally, ready for signature. 

       

  • When am I eligible for a fee?

    In 2026, you can receive a fee* after each quarter if you:

    • have signed a service agreement with the Foundation;
    • clean or sort discarded textiles in the Netherlands in accordance with the EPR Textiles Decree;
    • are connected to the Retex monitoring system;
    • provide the required monitoring data.

    *Conditions apply to the fees under the Textile Management Service Agreement.

     

     

  • When do I comply with the Recognition Scheme?

    To enter into a Service Agreement with us, you must meet the requirements of the Recognition Scheme. In 2024, this scheme was developed together with the umbrella organisations Vereniging Herwinning Textiel (VHT), Branchevereniging Kringloop Nederland (BKN), and Koninklijke Nederlandse Vereniging voor Afval- en Reinigingsdiensten (NVRD). 

    If you are a member of VHT, NVRD, or BKN and hold a VHT certificate, BKN quality mark, or an equivalent combination of certifications and registrations covering quality, health & safety, environment, and transport, we can provisionally recognise your company. We will then assess whether you are eligible for a compensation, either in advance of or during the recognition audit.

  • Why is a Recognition Scheme important?

    We only work with recognised service providers. This ensures proper attention to quality, health & safety, and the environment. The Recognition Scheme helps your organisation further improve processes and maintain a transparent and reliable textile administration.

Municipalities

  • Can municipalities also claim fees?

    Do you provide containers as a municipality, or organise the collection yourself? 
    Then your efforts may fall under the fee that we provide to the service provider. If this is the case, you can make arrangements with the service provider regarding compensation for your costs.
