Het Besluit UPV Textiel geldt voor producenten en importeurs die beroepsmatig consumenten- en bedrijfskleding, tafel-, bed- en huishoudlinnen voor het eerst in Nederland in de handel brengen. Dit geldt ook voor textiel met gerecycled content. Het maakt daarbij niet uit aan wie het product wordt aangeboden; dit kan zijn aan een bedrijf, of direct aan een consument.
